9.00 Conference Workshop: Review And Recommendations To Address The Primary Barriers And Challenges Facing DoD-Wide Implementation Of CBM+
Dr Karl Reichert, Head of Embedded Hardware/Software Systems Applications Department, Penn State University Applied Research Lab
Bob Walter, Head of Applied Enterprise Systems Department, Penn State University Applied Research Lab
Jeffrey Banks, Head of Complex System Monitoring and Automations Department, Penn State University Applied Research Lab
The Department of Defense (DoD) continues to implement condition based maintenance (CBM) methodology and automated logistic processes for select platforms (aircraft, ships, ground combat vehicles, generators, etc.). PSU/ARL conducted a 3 hour workshop during the 2011 DoD Maintenance and Sustainment Summit on CBM+ and conducted a survey of the participants (military, civil servant, contractor). The participants indicated that the primary barriers and challenges facing DODwide implementation of CBM+ are:
  • Business case
  • Requirements
  • Policy
  • Standards
  • Commonality
In 2012, PSU/ARL will present a three hour workshop that will include presentations, discussions, commentary and recommendation for addressing the challenges and barriers identified in 2011 survey results:
  • Conducting cost benefits analysis for CBM+ systems
  • Writing concise requirements for CBM+ systems
  • Identifying data sources on platform and off platform
  • Employing standards on platform and off platform
  • Planning to leverage commonality between programs on
platform and off platform This technical team will not address how to establish policy for CBM+.The workshop will conclude with an interactive survey and a cursory analysis and discussion of results.

1.00 Conference Workshop: Tackling The Affordability Challenge – Controlling The Risk And Cost Of Weapon System Total Life Cycle Support
Christopher Kulp, Principal, PwC
Basil Gray, III, Director, PwC
Don Ward, Director, PwC
Jeb Lyne, Manager, PwC
Growing budget pressures and the imminent defense cuts are forcing both industry and Department of Defense (DoD) organizations to re-evaluate their approach to weapon system product support. The DoD currently spends roughly $132 billion, or nearly 20% of its annual budget, on product support. As organizations are asked to “do more with less” that number is expected to rapidly increase and consume an even greater percentage of the defense budget. Drawing on the practical nature of hands-on experience, this workshop will provide perspectives from industry and DoD on tackling this affordability challenge. From industry, the workshop will discuss the different industrial base strategies on affordability and the underlying opportunities and challenges. From the DoD perspective, we will discuss how the new Business Case Analysis requirements, Life-Cycle Sustainment Plan (LCSP) development and considerations, advantages of the Product Support Business Model, and the Operating and Support Cost reality are being realized - with industry and organizational case studies.Join PwC in this workshop and discuss how to drive down weapon system product support costs and improve overall readiness. Program offices, OEMs and product support providers are encouraged to join, but all are welcome for this half day event.
