Why is Future ISR and JISR Important?

ISR is a force multiplier and a massive amount of investment has gone into ISR assets over the last ten years. New sensors such as UAVs are generating terabytes of data but systems are riddled with bottlenecks that prevent important data being used properly
ISR spending by governments is likely to remain resilient as greater efficiencies are sought due to budget austerity. Much of this technology can and is being applied to national / homeland security.
It is highly likely that future conflicts of any nature will be fought by coalitions of the willing so interoperability is a top priority
Whereas years ago, the typical operational commander had limited information and had to make educated guesses to fill the gap, the modern commander has vast amounts of data at his disposal so the challenge is making sure the right information gets to the right person at the right time in the right way
It is now a much more complex picture with data being generated by all kinds of operators and co-operators often with differing roles such as NGOs or civilian agencies
