Matthew Sleap

Consultant

HP Enterprise Services, Defence and Security

Matthew Sleap is a Consultant for the Battlespace Account of Hewlett Packard (HP) Enterprise Services, based at Hook in Hampshire. He is currently working on a concept demonstration for MOD for Information Operations planning and command and control (C2).

Matthew was a Royal Artillery Officer for 28 years serving in a number of theatres. He specialised in the design of information systems, during which time he established a Digitisation Rig at the Defence Research Agency, Fort Halstead, for MOD that exercised military C2 systems involving staff drawn from operational headquarters including 16 Air Assault Brigade. The Digitisation Rig that endured for six years as an experimentation environment was a risk reduction exercise for military systems that would be fielded on future operations.

After joining HP, Matthew led three Themes in the experimentation environment of Niteworks defining the Joint Operations Picture (JOP) and delivering a capability to the Permanent Joint Headquarters (PJHQ) that included a definition of the Joint Intelligence Picture (JIP). The hallmark of these experiments has been the close involvement of the user. This has stimulated an evolution in the implementation of shared situational awareness that has been trialled and exercised during the Joint Force Headquarters (JFHQ’s) Exercise “Joint Venture” series and other coalition exercises such as Exercise NORDIC SHIELD.

Subsequently Matthew has established and led an Information Operations Concept Demonstrator for a programme of investigation in the capability area of Intelligence, Surveillance, Target Acquisition and Reconnaissance (ISTAR) in MOD. The work has been sponsored by the Defence Technology Innovation Centre (DTIC). At a Symposium on Keeping the Information Strategy in the Front Line held a Shrivenham in March, Matthew drew on the lessons from the Concept Demonstrator focussing on the benefits that Information Systems can bring to the dissemination of the Information Campaign including the Information Strategy and a better understanding of Higher Commander’s intent. A key area of development is a comprehensive approach that includes planning with other government departments.
