Janice Nall

Janice R. Nall, Director of the Division of eHealth Marketing at the National Center for Health Marketing (NCHM), part of the Centers for Disease Control and Prevention (CDC)/HHS, is responsible for leading CDC’s communication technology efforts. Janice joined CDC/NCHM in 2005 and manages www.cdc.gov and CDC’s other e-health and new media initiatives.

Formerly Manager of the Usability Solutions Group at the General Services Administration’s (GSA) Office of Electronic Government and Technology, Janice was responsible for increasing the usability of U. S. Government websites and other communication technologies by providing policy, guidance, tools, resources, and training to federal Web developers and communicators. Janice joined GSA in 2003 and led the development of a cross-Agency usability program that included the Usability University program (now known as Web Manager University), the U-Group E-newsletter, and various usability tools, resources, and publications.

In March 2003, Janice was honored as one of Federal Computer Week’s Federal 100 – the top executives from government, industry, and academia who had the greatest impact on the government information systems community in 2002. In 2001, Janice received the NIH Director’s Merit Award for “extraordinary leadership in the field of communication technologies.”

Prior to working with GSA, Janice served as Chief of the Communication Technologies Branch (CTB) for the U. S. Department of Health and Human Services’ (HHS) National Cancer Institute (NCI) in the National Institutes of Health (NIH). She was responsible for usability, accessibility, emerging technologies, graphic design, and other user interface issues for NCI’s communication technology products and services. During her 8 years at NCI, Janice led the development of several new usability initiatives including the Usability.gov Web site, the Research-based Web Design and Usability Guidelines, the Communication Technologies Research Center (CTRC), the Usability Seminar Series and Training Program, and various other tools, resources, and publications.

Dr. Engin Crosby is a personnel research psychologist. She earned her master’s degree from Purdue University and her doctoral degree from Bowling Green State University, Ohio. Dr. Crosby has been conducting analysis and forecasting of the Army's civilian force for the past two decades. Her office conducts policy and procedural analysis to flag needed changes in civilian force planning. In the past few years she has developed a competency management system, designed & implemented approaches for the validation of competencies & evaluation of competency gaps, identified mission critical occupations & projected shortfalls, recruitment requirements & planning needs, the numbers & types of interns required for succession planning, metrics for program effectiveness & diversity impacts, and analyses of potential impacts of new personnel systems. Her career has also included work in numerous other areas of significant value to the Army. Dr. Crosby has received numerous commendations and awards including the Department of the Army Meritorious Civilian Service Award and the Superior Civilian Service Award. Before joining the federal service she served in various positions. She was a Research Associate on the faculty of the Johns Hopkins University, Health Services Research Center. She has also served in several county and state offices as coordinator and leader of numerous research and analysis projects.

Mr. Allison became the Deputy Director for Human Capital, the first to hold that position at DIA, in July of 2005. Major responsibilities include planning, directing, implementing and evaluating the Agency's civilian and military human resource, training, and career development programs and services.

Mr. Allison's previous position was that of Chief Training Executive, to which he was appointed in February 2004. In that position, he oversaw DIA training requirements, resources and programs, and ensured that that they were properly aligned and consistent with agency objectives.

Prior to joining DIA, Mr. Allison served as a Principal Staff Member with Northrop Grumman Mission Systems where he supported the design, development, and delivery of the Intelligence Community Officer Course. Mr. Allison is a retired US Navy Captain with 28 years of service.

Ms. Rhonda K. Diaz, a member of the Senior Executive Service since June 2003, is the Acting Deputy Director of the Civilian Personnel Managements Service (CPMS).

In this capacity, she supports the Director of CPMS in planning, formulating, and managing civilian personnel programs, including policy support, enterprise human resources (HR) information systems, and Departmentwide civilian personnel administration services for the Military Departments and Defense agencies.

Prior to this position Ms. Diaz served as the Executive Director, Human Resources Business, Information and Technology Solutions Division within the Defense Civilian Personnel Management Service. In this capacity, she was responsible for the oversight and management of the Defense Civilian Personnel Data system (DCPDS), the Department’s enterprise civilian human resources (HR) information management and transaction processing system supporting over 800,000 DoD civilian employee records.

Prior to joining CPMS in 2006, Ms. Diaz served as Program Manager for the Enterprise Human Resources Integration (EHRI) e-Government Initiative lead by the U.S. Office of Personnel Management. This initiative was established to facilitate world-class management of Federal human resources (HR) through the provision of electronic access, storage, and exchange of HR information on a Government-wide basis.

Ms. Diaz maintains active membership in leading HR and Project Management professional organizations and was selected by Federal Computer Week as one of the top Federal 100 executives from government, industry and academia who had the greatest impact on the Government information systems community in 2004. Ms. Diaz is a certified Project Management Professional.

Ms. Diaz has a Master’s degree in Human Resources from Golden Gate University in San Francisco and a Bachelor’s degree in Sociology from Western New Mexico University.

As a Senior Human Capital Advisor for the Office of Corporate Human Capital Strategy and Workforce Initiatives, Office of Human Resources Management, Office of the Secretary, Department of Commerce, Mr. Ronald Filippone is responsible for providing personnel management and advisory services to senior management officials and bureau representatives relative to the strategic management of human capital within the Department. He serves as a policy and planning authority and advises on key elements of sound accountability measures and means for enhancing the current Departmental infrastructures. He performs a critical role in the overall Department requirements for the President’s Management Agenda. Mr. Filippone has over twenty years of experience at the Department of Defense and other executive and legislative branch agencies as a human capital professional in both operating and staff level positions. Mr. Filippone earned a Bachelor of Arts Degree from Hofstra University, Hempstead, New York and a Masters Degree in Public Administration from the Golden Gate University, San Francisco, California.

Keith Nelson was confirmed as HUD’s Assistant Secretary of Administration on October 7, 2005. Mr. Nelson oversees the Office of Administration as it provides support to the Department in the areas of human resources, training, management and planning, administrative and management services, control and management of correspondence, security and emergency planning, and executive scheduling. Before joining HUD Mr. Nelson worked in the Bush Administration at the Department of Labor (DOL). There, for four years, he served in a variety of capacities. As the Acting Deputy Chief Information Officer from 2003 to 2004, Mr. Nelson was in charge of key department-wide information technology projects and governed DOL’s Information Technology annual budget of $400 million.

Most recently, Mr. Nelson served as the Associate Deputy Secretary for Management. He oversaw the management of twenty-three sub-agencies within the Department. During his tenure, the Department of Labor was recognized as best-managed in the Executive branch by the Office of Management and Budget.

Prior to Mr. Nelson’s service in the federal government he worked at Dow Jones & Co. as a Business Development Senior Manager. During his three years at Dow Jones, he had the opportunity to develop strategy for Business to Business e-commerce and gain both management and operations skills.

Earlier in his career Mr. Nelson worked as a sports journalist for the Dallas Morning News and the Tyler Morning Telegraph.

Mr. Nelson earned a bachelors of arts degree in journalism from the University of Texas at Austin. Later he pursued a masters in journalism at University of California Berkeley and an M.B.A. at the University of California Los Angeles’s Anderson School.

LC Williams is currently assigned as the Associate Director of the Federal Personnel Payroll Systems and Services Directorate which is under the National Business Center and part of the Department of Interior. His responsibilities include oversight over the personnel and payroll function which supports 40 government agencies and over 300,000 personnel, disbursing over $18.7 billion annually. He also has responsibility for expanding the National Business Center’s Human Resources (HR) line of business as one of the five Shared Service Centers and Centers of Excellence selected by the Office of Personnel Management. He has over 30 years of experience in financial management and has served in a variety of challenging leadership positions that covered virtually all areas of Accounting and Finance operations, to include accounting and reporting, vendor payments, financial statements, military pay and allowances, travel reimbursement, etc. He was the Program Manager on a major transformation effort that resulted in the consolidation of 83 Air Force accounting offices into seven Defense Finance and Accounting Service (DFAS) sites, successfully moving people, systems, and infrastructure ahead of scheduled timeline. Additionally, he served as the Director of Air Force Military Pay Operations where he was responsible for a joint military pay operation providing payroll support for approximately 379,000 active duty members and 185,000 Air Force Reserve and Air National Guard members. He spent 28 years as a commissioned officer in the United States Air Force, retiring as a Colonel and recently worked as a Senior Manager for one of the most prestigious accounting firms in the country, KPMG, LLP doing business development and marketing. He is currently an Affiliate with the National Speakers Association – Colorado and often speaks on various leadership topics at local and National conferences and workshops.

Dave Anderson is an ICF International Expert Consultant with over 30 years of Human Capital Strategy and Management experience in civilian positions with the U.S. Air Force, Department of Defense, Department of the Interior, and Office of Personnel Management. Prior to retiring from the Federal government in 2007, Mr. Anderson served for six years as a member of the Senior Executive Service (SES).

Mr. Anderson has specific expertise in the areas of strategic human capital planning and human resources data and information systems. Dave helped the Air Force develop its first joint civilian/military Strategic Human Resources Plan and lead the development of the Department of the Interior’s first Strategic Human Capital Plan. Throughout his career, Dave has been involved in numerous human resource technology projects including serving as Project Manager for Interior’s FHRIS Project and Manager of the Defense Department’s Knowledge Based System Project. When he retired, Mr. Anderson was serving the Office of Personnel Management’s Deputy Associate Director from Workforce Information and System Requirements. In this role he had responsibility for government-wide policy on human resources and payroll information, data and systems. He also provided strategic advice on human resources and payroll data/systems to all Federal agencies and lead policy initiatives under the government-wide HR Line of Business (HR LOB) program.

Mr. Anderson’s other work assignments include: Civilian Personnel Management Specialist with the Air Force in Rome, New York; leader of the staffing program for Headquarters Strategic Air Command in Omaha, Nebraska; Civilian Personnel Office for Fairchild Air Force Base in Spokane, Washington; Strategic HR Planner for HQ Air Force in the Pentagon; developer and head of the Defense Department’s Knowledge Based System Project; and Deputy Director of the Interior Department’s Office of Personnel Policy.

Mr. Anderson has a Bachelor’s degree in Philosophy from Utica College of Syracuse University and a Master of Science degree in National Resource Strategy from the Industrial College of the Armed Forces (part of the National Defense University). Dave and his wife Sue live with their two greyhound dogs in Herndon, VA and have two grown children.

Rob Kirkner is the Chief Human Capital Officer at the National Institute of Standards and Technology (NIST), a non-regulatory agency within the Commerce Department whose mission is to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve our quality of life. At NIST, Rob provides executive leadership in the areas of human resources, leadership and employee development, management and organization, and occupational safety and health. Rob recently led an extensive and successful effort to strengthen and improve the NIST pay for performance system; one of the earliest and longest running performance pay systems in the federal sector.

James McDermott is the director of United States Nuclear Regulatory Commission’s Office of Human Resources, as well as the agency’s Chief Human Capital Officer. He began his government career in 1972 as a staffing and classification specialist with the Department of the Navy. In 1976 he joined the personnel staff of the newly-established Nuclear Regulatory Commission. After tours in the early 1980's as an assistant to the head of the agency and as a staff director in the NRC’s Office of Administration, Jim became the Deputy Director of the Office of Human Resources in 1986. He served in this position until 2005 when he was asked to lead the Office of Human Resources as its Director.

Susan Salter has over 20 years of recruitment experience in both the public and private sectors. Currently she is the Recruitment Coordinator for the United States Nuclear Regulatory Commission (NRC). In this position she is responsible for developing and implementing the agency-wide recruitment program to ensure that a highly skilled workforce is available to respond to renewed interest in new nuclear power plants and to maintain the continued safe operation of licensed nuclear reactors. Prior to joining the NRC, Ms. Salter served as the Recruitment Coordinator for the National Health Service Corps, a federal program established to recruit health professionals to practice in underserved communities.

From December 2002 until May 2005, Dr. Sanders served as the Office of Personnel Management’s first Associate Director for Strategic HR Policy, where he was responsible for all policies and programs governing the Federal government’s almost two million employees. In that capacity, Dr. Sanders led the design and development of the Senior Executive Service’s revolutionary new pay-for-performance system, groundbreaking new personnel systems for the Departments of Homeland Security and Defense, and the Bush Administration’s landmark civil service reform legislation, the proposed Working for America Act. Awarded the Presidential Rank of Distinguished Executive in 2003 (his third Rank Award in three different agencies), he also received OPM’s Theodore Roosevelt Award for Outstanding Public Service, as well as the Department of the Navy’s medal for Distinguished Public Service.

From 1998 to 2002, Dr. Sanders served as the Internal Revenue Service’s first Chief Human Resource Officer, with HR strategy and policy responsibility for the more than 120,000 employees working for the IRS. In that capacity, Dr. Sanders played a key leadership role in the service’s historic restructuring efforts, directing the successful realignment of the agency’s workforce from a decades-old geographic structure to one based on taxpayer segments – without any interruption in essential agency operations. In recognition of these achievements, he received a second Presidential Rank Award, as well as three Commissioner’s Awards, the highest honor that can be bestowed on an IRS employee.

From 1990 to 1998, Dr. Sanders served as the Department of Defense’s Director of Civilian Personnel, with responsibility for HR and equal employment opportunity policies and programs covering the Department’s over one million civilian employees. Dr. Sanders led the Department’s historic civilian drawdown, pioneering the use of separation incentives in the Federal Government; he also founded the Defense Civilian Personnel Management Service (DCPMS), a first-of-its-kind “shared services” organization providing HR support to DOD agencies and employees worldwide. For his work at Dodd, Dr. Sanders received his first Presidential Rank Award, as well as the Defense Civilian Service Medal. Prior to his DoD appointment, he served in a variety of senior HR positions in the Department of Air Force, including Deputy Director of Civilian Personnel (SES); in that capacity, he received the Air Force’s coveted General Robert J. Dixon Award for Leadership, the first and only civilian to be so honored in the thirty-year history of the award.

Dr. Sanders earned his Doctorate in Public Administration (DPA) from the George Washington University in 1990. His undergraduate degree is in business management from the University of South Florida, where he received its 1993 Alumni Award of Merit; he also has a Master of Science Degree in human resource management and industrial relations from the University of Utah, and has been inducted into three national academic honor societies. In 1987, Dr. Sanders attended MIT’s Sloan School of Management as a Senior Executive Fellow, and in 1989 he completed a Congressman Fellowship on the Senate Governmental Affairs Committee.

Mr. Weizmann most recently served as President of the Private Sector Council (PSC), part of the Partnership for Public Service, a not-for-profit organization that pairs private sector advisers with federal employees to improve agency performance management. Previously, Weizmann served as Senior Vice President for European Business Operations and Human Resources for Digex, Inc.

Prior to his tenure at Digex, Weizmann was the Managing Consultant of Watson Wyatt Worldwide's Washington, Philadelphia and Richmond offices. Watson Wyatt is a global human resources consulting firm. Weizmann also worked as a Vice President of Aetna Life Insurance, the Executive Director of American Benefits Council, and as an attorney for Sunoco.

Weizmann is the co-author of a book on employee engagement entitled, Rewards and Business Strategy: People, Pay, and Performance. He is an attorney by profession and earned his J.D. from Georgetown University Law Center in 1977. In the late 1990's he also served on the Federal City Council, a public-private partnership that examines economic problems facing the District of Columbia, and was active in the Washington Board of Trade.

Mrs. Bailey was named Deputy Associate Director for the Talent and Capacity Policy Center, Strategic Human Resources Policy Division in October 2007. In this position she is responsible for the design, development, and implementation of merit-based policies and programs that Federal agencies use to recruit, hire, train and classify high-quality employees.

Before joining OPM, Mrs. Bailey served most recently in the Department of Defense as the Executive Director, Human Resources at Defense Contract Management Agency located in Springfield, Virginia. During her tenure, she was responsible for overall human capital strategic planning and the day-to-day human resource operations for over 10,000 civilian and military personnel. Most notable, she was instrumental in shaping a comprehensive workforce shaping strategy to prepare the Defense Contract Management Agency for the impending retirement surge, creating a DCMA Alumni Program, along with outreach to notable universities and military transition centers, with special emphasis on America’s severely wounded military members and veterans.

Previous assignments include Transformation Team Leader, Labor Relations Officer and Labor and Employee Relations Program Manager at the Defense Contract Management Agency and the Defense Logistics Agency. Mrs. Bailey has also held positions in Personnel Management, Classification and Budget within the Department of Army at Letterkenny Army Depot, Chambersburg, Pennsylvania and Fort Ritchie, Maryland.

During her civil service career within the Department of Defense, Mrs. Bailey received the Distinguished Civilian Service Award, two Meritorious Civilian Service Awards and the Army Civilian Service Award.

Mrs. Bailey received a Bachelor’s Degree and Master’s Degree in Leadership from Bellevue University, Bellevue, Nebraska.

Andrea Bright is the Manager of the Standards, Competencies, and Assessment Development Group in the Strategic Human Resources Policy Division of the U.S. Office of Personnel Management (OPM). Since joining OPM in 1996, she has conducted research to identify critical competencies for Federal occupations and has helped Federal agencies apply these competencies to their human resources initiatives. In 2003, Ms. Bright moved to OPM’s policy division, where she manages Federal position classification, competency, and assessment development policy. Ms. Bright was responsible for updating the Federal leadership competency model and Executive Core Qualifications and issuing guidance on assessing applicants for Federal positions.

Margaret Haack is currently OPM’s Human Capital Officer supporting the Department of Defense. She has also held the position of human capital program evaluator for OPM’s Center for Merit System Accountability. Prior to her work with OPM, she was an executive recruiter in the IT and banking industries. She has been a consultant in organizational development for the Department of the Navy, Department of the Army, and the U.S. Department of Labor. She holds a certification of a Senior Professional in Human Resources (SPHR) from the Society for Human Resource Management (SHRM). She has an M.S. in Human Resource Management from Central Michigan University, with a B.A. in Business Management from the College of St. Catherine, St. Paul, MN. The results of these efforts are to assist federal government policy makers, managers, and other interested individuals and organizations in developing viable solutions to the considerable challenges confronting the federal government in its attempts to recruit, motivate and retain a highly talented and diverse workforce; provide useful data and analyses on problems and opportunities for change; and identify and constructively communicate the strengths and weaknesses of the federal work environment.

John Mullins is the Vice President for Human Capital and Learning Solutions Consulting at Sevatec, Inc. As such, Mr. Mullins is responsible for designing and developing innovative solutions to address systemic organizational, human capital and learning challenges facing today’s Federal workforce. Mr. Mullins’ Practice provides strategic human capital consulting, program management support and custom learning content development to multiple Federal Departments and agencies including NASA, DHS, DoD, DOT, HUD and OPM. Prior to joining Sevatec, Mr. Mullins served as the strategic human capital advisor to the President’ Council on Integrity and Efficiency. During this time, Mr. Mullins led numerous improvement efforts across Government including the design and deployment of IGEL for e-learning. In addition, Mr. Mullins served as an adjunct instructor at the Federal Executive Institute. Mr Mullins also served in numerous positions within the Environmental Protection Agency in which he provided strategic human capital leadership in workforce planning and change management consulting. Mr. Mullins retired from the Federal Government with over 27 years of service. His tenure included working in such departments and agencies as Interior, Environmental Protection Agency, Treasury, Housing and Urban Development and Health and Human Services. Mr. Mullins has a Masters Degree from San Diego State University and served as a Malcolm Baldrige Award Examiner.

  Fred Glueckstein

In January 2005 Fred Glueckstein assumed the duties of Director, Human Capital Planning Staff in the Office of Human Resources. Under Fred’s direction the Human Capital Planning Staff provides leadership within the Office of the Deputy Commissioner for Human Resources and for the Agency in broad human resources policy areas related to strategic workforce planning and management.

Fred is also the Social Security Administration’s (SSA’s) National Recruitment Coordinator, and oversees the Agency’s recruitment strategy and marketing plan. Prior to accepting his current position in Headquarters in February 2001, Fred was the Director of SSA’s Center for Human Resources in the New York Region. As Director, he was responsible for a wide range of human resource activities servicing over 6,000 employees in the states of New York and New Jersey, for the Commonwealth of Puerto Rico, and for the U.S. Virgin Islands. Fred was responsible for the operation of the personnel office, labor-relations, technical and management training, and human resource policy.

Fred began his SSA career as a Claims Representative in the Midtown Manhattan Field Office in New York City and has held progressively higher management positions. He has a BA from Queens College of the City University of New York and an MA from New York University. Fred is married and has two children. His son Brian is an attorney, and his daughter Debra is an elementary school teacher. Both live and work in New York City.

Reginald Wells
Deputy Commissioner for Human Resources
 

Reginald F. Wells was named Deputy Commissioner of the Social Security Administration’s (SSA) Office of Human Resources effective July 15, 2002 after serving short tenures as Deputy Associate Commissioner for Disability Program Policy and Senior Advisor in the Office of Disability and Income Security Programs. In his capacity as Deputy Commissioner for Human Resources, Dr. Wells oversees a staff complement of 400 employees with an operating budget of $100 million. Dr. Wells also serves as the Chief Human Capital Officer for SSA.

Prior to coming to SSA, Dr. Wells served as Deputy Commissioner of the Administration on Developmental Disabilities from October 1995 to April 2002. From 1984 to 1994, Dr. Wells served in a number of management positions with the District of Columbia, including Deputy Commissioner and Commissioner on Social Services.

In 1980, Dr. Wells received a Ph.D. in Psychology from Temple University in Philadelphia. He also earned his M.A. in psychology from Temple University and B.A. in psychology and sociology from American International College.

His current and past professional affiliations include: Goodwill Industries of the Chesapeake, Inc.; Covenant House Washington; District of Columbia ARC; DC Developmental Disabilities Council; and DC Medical Care Advisory Committee. Dr. Wells is licensed as a nursing home administrator in New Jersey and the District of Columbia.

Jon Desenberg
Program Manager
 

As the Policy Director for The Performance Management and Human Capital Management Divisions at The Performance Institute, Jon Desenberg is responsible for developing, structuring and implementing creative solutions for our client’s strategic planning and performance management needs. With over 16 years of government management experience, Jon has worked with more than 40 Federal and local government organizations, non-profit agencies and private corporations. In addition Jon leads partnerships with major management software and service providers and develops white papers, research, webinars and other content for industry leaders.

Jon also directs the Transitions in Governance Project, a coalition of major government organizations developing management recommendations with both major political parties for the next Presidential administration. The project’s thought leadership on performance management, human capital and other key initiatives has led to media coverage in The Washington Post, Federal News Radio, Federal Times and Government Executive.

Jon Desenberg brings more than 14 years of public sector experience to his current position with The Performance Institute, specifically in the fields of performance management, strategic planning, knowledge management and IT Program Planning. As Managing Director, he successfully led the United States General Services Administration’s (GSA) Performance Management program, which ultimately resulted in the largest single enterprise-wide performance program in the Federal government, with aligned goals and measures cascading to all 13,000 employees.

Jon has spoken extensively on Strategic Planning, Workforce Development, Project Management, Knowledge Management and Performance Metrics to groups in the United States, Canada and Great Britain. He co-authored a textbook on Knowledge Management and Electronic Government that is available from Management Concepts Press.

Jon Desenberg began his career as a policy analyst and speech writer on Federal IT Issues. He contributed to the development of the Federal CIO Legislation and wrote for the Congressional Record and other publications on Federal technology policy. He was a Policy Analyst for GSA’s Knowledge Management Program and co-chaired the Federal CIO Council Committee on Knowledge Management. Jon Desenberg was awarded with several commendations for his Federal Service, including the Presidential Leadership Award in 2000.

Jon has authored articles in Washington Technology, Government Computer News, and the Washington Post. He is co-author of the textbook, Knowledge Management: A Foundation for E-Government.

He received a B.A. from The University of Michigan and a J.D from American University’s Washington College of Law.

Dr. Rayshad Holmes, Ph.D.

Dr. Rayshad A. Holmes was appointed Director of Human Capital Planning, Development and Outreach for the Department of Veterans Affairs (VA) on October 28, 2007. In this capacity, Dr. Holmes manages three business lines including Workforce and Succession Planning, Human Resources Development and Marketing and Outreach. These services are strategically aligned with a principal function of ensuring VA has effective human capital to serve Veterans.

Major contributions of the Human Capital unit include design and development of VA’s Strategic Human Capital Plan, execution of the Department’s Senior Executive Service Candidate Development Program, deployment of VA’s HR Transformation Communication and Change Management Initiative and an all-new Talent Management effort aimed at informing VA managers and selecting officials on hiring flexibilities.

Dr. Holmes’ has helped multiple groups understand metrics and return on investment, workforce and succession planning, staffing and recruiting top talent, employee engagement and he regularly speaks to supervisors and leaders on matters pertinent to organizational leadership and effectiveness.

Prior to accepting this position, Dr. Holmes served as VA’s Human Capital Officer at the Office of Personnel Management. Dr. Holmes was responsible for managing VA’s Strategic Management of Human Capital scorecard within the President’s Management Agenda. Dr. Holmes played a key role in VA’s promotion to “Green” in status and progress.

Dr. Holmes has had the privilege of working for Accenture, LLP as a Human Capital Consultant. In this role Dr. Holmes actively engaged in several organizational design and training design and delivery projects for Fortune 500 clients. Dr. Holmes also contributed to the firm’s internal growth by mentoring junior consultants and analysts and regularly recruiting on the firm’s behalf.

Dr. Holmes graduated from Georgetown University with a Bachelors of Science Degree in Business Administration and Human Resources Management. Before completing studies at Georgetown, Dr. Holmes was named a Patrick Healy Fellow. Dr. Holmes earned his Ph.D. in Business from George Washington University. Recently, Dr. Holmes was inducted into Beta Gamma Sigma. Beta Gamma Sigma is the business school equivalent of Phi Beta Kappa and represents the highest academic distinction awarded to graduates.

Dr. Holmes is an adjunct professor at Howard University where he teaches courses in management, leadership and organizational behavior. Dr. Holmes has served as a trustee at Greater Mount Calvary Holy Church, board member for Susie C. Owens Enterprises and is chief executive officer of the Dr. Rayshad A. Holmes Foundation. Dr. Holmes is the author of two books and other publications.

When not in the office, classroom or boardroom, Dr. Holmes enjoys reading, traveling, mentoring and golfing.

John Kusano

John Kusano is the Assistant Director for Human Resource Management with the USDA Forest Service with responsibilities for human capital management, workforce planning, recruitment, employee development, and human resource technology. He has been with USDA for 23 years starting his career as a forester in the California Region. Since 1990, Kusano has served in a variety of capacities in the Human Resource Management and Civil Rights Programs. He has served as the Civil Rights Officer on the Plumas National Forest, in California; National Special Emphasis Program Manager and Staffing Specialist at the Forest Service's headquarters; Director of Civil Rights in the Southwestern Region; and headquarters Assistant Director of Civil Rights. He also served on a detail assignment as the Asian Pacific American Program Manager in the USDA Office of Civil Rights. Kusano recently co-chaired the USDA Human Capital Management Team. He is a graduate of University of California at Santa Cruz and Berkeley. He was elected vice-president of the Asian Pacific American Network in Agriculture in 1993 and 1994.

Gene Dodaro
Acting Comptroller General
 

Gene L. Dodaro became Acting Comptroller General of the U.S. Government Accountability Office on March 13, 2008, succeeding David M. Walker, who appointed him upon resigning. Mr. Dodaro will serve in this position until the President nominates and the Senate confirms a successor from a list of candidates proposed by the Congress.

Founded in 1921, GAO’s mission is to help improve the performance of the federal government and ensure its accountability to the Congress and, ultimately, the American people. Over the years, GAO has earned a reputation for fact-based, nonpartisan reviews of government activities.

In a GAO career dating back more than 30 years, Mr. Dodaro has held a number of key positions at GAO. For the last 9 years, Mr. Dodaro has served as the Chief Operating Officer, the number two leadership position in the agency, assisting the Comptroller General in providing leadership and vision for GAO’s diverse, multidisciplinary workforce. His day-to-day management efforts ensured that GAO met the Congress’s need for reliable, timely, and relevant information on government operations. Mr. Dodaro oversaw the development and issuance of hundreds of reports and testimonies to the Congress annually. These and other GAO products provided critical information for decision making, saved the taxpayers billions of dollars, and improved a wide range of government programs and services.

As Chief Operating Officer, Mr. Dodaro led the development of GAO’s strategic plans for serving the Congress and improving government in the 21st century. He also directed GAO’s high-risk program, which focuses attention on and proposes solutions to major management challenges and risks across the federal government. Mr. Dodaro likewise also played a key role in guiding the agency’s efforts to highlight current and emerging issues that warrant attention from policymakers.

Until 1999, Mr. Dodaro headed GAO’s Accounting and Information Management Division. His significant accomplishments included providing leadership to help government confront the Year 2000 computing challenge by working with the Congress and the President’s Y2K Conversion Council to provide a smooth transition in government operations and services. He also directed the first-ever audit of comprehensive financial statements covering all federal departments and agencies for fiscal year 1997—one of the largest and most complex audits in history. Additionally, he helped conceive GAO’s strategy for improving computer security throughout government and led the updating of standards for internal control in the federal government.

Mr. Dodaro has testified many times before the Congress. He has worked closely with the Congress and various administrations on major management reform initiatives, including the 1994 Government Management Reform Act, which expanded the Chief Financial Officers Act; the revised 1995 Paperwork Reduction Act and the Clinger-Cohen Act of 1996, which require agencies to implement modern management practices for information technology management; and the 1996 refinements to the Single Audit Act, which outlines requirements for audits of federal assistance to state and local governments.

Mr. Dodaro also led management reviews of the Department of Justice, the Internal Revenue Service, the Office of Management and Budget, and the Office of Personnel Management and has extensive experience working with state and local government officials.

Mr. Dodaro received a bachelor’s degree in accounting from Lycoming College in Williamsport, Pennsylvania. He is a National Academy of Public Administration Fellow and a member of the Association of Government Accountants. Mr. Dodaro has received many of GAO’s top honors as well as recognition from outside organizations, including the American Society for Public Administration, the Institute of Internal Auditors, and Federal Computer Week. These include:

 The 2006§ Association of Government Accountants’ Elmer B. Staats Award for improving government performance and government accountability.
 The 2003 American§ Society for Public Administration and the National Academy of Public Administration National Public Service Award recognizing outstanding practitioners in public service.
