The DOD outsources billions in logistics services and has the US Transportation Command (USTRANSCOM) and the Defense Logistics Agency (DLA) acting as captive 3PLs. Our military logistic superiority has come at a tremendous investment in infrastructure and cost by the government and contractors. In early 2003, a few senior leaders saw an opportunity in the midst of combat and combat support operations, the need for more clarity, role responsibility and accountability for our nation’s distribution chain. No one Commander was ultimately responsible for the function of distribution. Thus the designation of the Distribution Process Owner (DPO) by the Secretary of Defense in September 2003 became a reality. The newly released report entitled Distribution Operations Study 2011 or “DOS 11.0” will illuminate the history of the mega-outsourcing initiative and the challenges of building and managing in wartime through government-industry partnerships. Has the DPO been fully formed or is there something greater to be achieved? This study will highlight successes and make recommendations for the future based on the best practices of PBL. In essence, the Department of Defense needs to ask itself, “The DPO, what’s next?”

Presenters included the authors as well as MG “Butch” Pair (US Army Ret) who was chief of staff during the ramp up of USTRANSCOM.
