Yuichiro Yamamoto, Senior Manager, IT Development, Arrowhead and Market Information System, Tokyo Stock Exchange
Whilst the earthquake and tsunami bought destruction to the rest of Japan, what was remarkable was the non-event regarding the Tokyo Stock Exchange. There was no big outage. There was no significant impact on the trading systems. The new system put in place in January 2010, Arrowhead, came through with flying colors. In this presentation the TSE will share with us their disaster preparedness strategy and how their systems and technology stopped an economic meltdown.
  • Determining what constitutes a good disaster preparedness strategy
  • Ensuringtheyouhavetheappropriatedisasterrecovery systems in place - what testing methodologies can you use?
  • Understanding what additional functionality Arrowhead gave when enhancing the TSE’s disaster preparedness strategy

11.30 When panic strikes who will save us: Circuit breakers or price banding?

Ned Philips, Chief Executive Officer, Chi East
Ulf Carlsson, General Manager, NASDAQ OMX
Ashish Chauhan, Deputy Chief Executive Officer, Bombay Stock Exchange
Philip M York, Chief Executive Officer, Empyreal Investments Group
The so-called flash crash in the market last May showed how unpredictable the new trading systems could be. To remedy the situation, the S.E.C. and the exchanges have introduced market wide circuit breakers on individual stocks to halt trading if a price falls 10 percent within a five-minute period. Some believe the circuit breakers-are too draconian. They want to replace them with the “limit-up/limit-down” price banding in use by the nation’s futures exchanges. Others believe that our trading systems are becoming distorted by speed and unexpected system crashes are inevitable.
  • Do we now understand the reason for the flash crash and recent mini crashes?
  • Have the circuit breakers been shown to work since then or is price banding better?
  • What other erratic market behaviour can be caused by HFT strategies?
  • Will the introduction of friction into the system to slow things down
  • HFT’s impact on trading behaviours and regulation

14.10 Looking ahead and selecting the right data centre solution for your exchange: Power vs. Space
Matthias Rietig, Executive Advisor, Market Development, Osaka Stock Exchange
Mark Hartley, Director of Infrastructure, Hong Kong Mercantile Exchange
Adam Webb, Executive Vice President and Managing Director, KVH
Ronald Fons, Head of Financial Service Sector, Huawei
Application delivery and data centre design models are evolving very rapidly. Finding sufficient space is becoming a major concern. Experts say that CIOs who want to improve their data centre strategy need to think about data centre capacity in terms of power rather than space, while allowing capacity for technology evolution. With pricing so wide, they need to weigh up exactly what they need and be flexible with their options. Our panellists will give their thoughts on the following key issues that are going to impact the nature of your data centre strategy moving forward.
  • Capacity eventually becomes cheaper to build than to buy but colocation is quicker
  • Investing in long term efficiency that will result in major reductions in the total operating cost
  • Expect higher power prices, and increased reporting responsibilities on power usage
  • Smaller, denser build-outs allow for easier incorporation of bleeding edge technology upgrades
